Since June 1st, the national customs clearance integration reform has started the pilot in Shanghai. The risk prevention and control center of General Administration of Customs and tax collection and administration center of General Administration of Customs were built in Shanghai.

“Two centers “are established in intelligent platform, employing big data technology to perform customs clearance management model of   “one time declaration, step-by-step disposal” for export-import cargoes within the scope of the pilot program.

Under the new model:

Risk prevention and control center implements security access (out) risk analysis, monitoring and disposal uniformly for import cargoes within the scope of the pilot program;Tax collection and administration center classifies goods according to commodity and industry and implements specialized, intensive and intellectualized batch review for tax-related elements such as sorting, price and place of origin of cargoes

“Two centers” above is directly managed by General Administration of Customs and relevant risk monitor parameters are implemented by General Administration of Customs uniformly. The instructions are directly delivered to the production line of business site to realize unified law enforcement.

In national customs clearance integration reform pilot, reform pilot of “three systems” is released synchronously with “two centers” construction:

Shanghai pilot is “prototype room” of national customs clearance integration reform. Next, General Administration of Customs will speed up preparation of other risk prevention and control center and tax collection and administration center.

After national customs clearance integration realizes entirely, “one-off customs throughout the country” will be truly achieved. The enterprise can arbitrarily select a customs for declaration, self-declaration, and self payment of tax. Cargoes are released in the port after passing risk inspection of security access from customs. Customs carries out single batch review, follow-up records of verification and more for customs declaration after the release of cargoes.

After reform, the corporate declaration is freer; formalities are simpler and more convenient; customs clearance is smoother and free from transit procedures; the release speed of cargoes in the port is greatly increased; the expense of corporate customs clearance drops more. In the meantime, with the help of establishment of “two centers”, the management effectiveness of customs becomes higher, and law enforcement becomes more unified and synergetic. Besides, customs is able to effectively solve the problems that same cargoes of enterprises encounter inconsistent classification and appraisal of price in different ports and enables the enterprises of the country enjoy the convenience of “one-off customs throughout the country” and “customs reaches out to the world”.
