It is reported that the customs of Shenzhen will officially extend the scope of pilot program of customs clearance for cross-border e-commerce on November 1st, and will carry out customs clearance business pilot for cross-border e-commerce in three special supervision areas of customs which are Yantian Integrated Free Trade Zone, Pingshan Shenzhen Export Processing Zone and Futian Free Trade Zone following Qianhai Bay Bonded Port Area. This is the second major and good news since the work of Shenzhen cross-border e-commerce pilot was carried out three years ago.

Shenzhen Municipal Government pays high attention to the development of cross-border e-commerce and Shenzhen Economic and Trade Information Committee always dedicates to promote the development of cross-border e-commerce pilot work. Under the joint efforts of all departments, Shenzhen started cross-border e-commerce special region export pilot and online shopping bonded import pilot in Qianhai Bay Bonded Port Area in October 2013 and September 2014 successively.  In September 2016, postal system started direct purchase import and general export business pilot in Qianhai Bay Bonded Port Area. Extending cross-border e-commerce customs clearance pilot region this time is another milestone in the construction of Shenzhen cross-border e-commerce comprehensive experimental zone, symbolizing that Shenzhen cross-border e-commerce has entered multi-channel, all-round and multi-mode age from the pilot of single channel and single mode in the past. Since the beginning of this year, cross-border trade e-commerce sunlight process of Shenzhen has stepped into fast track. Currently, four modes of online shopping bonded import, special regional export, direct purchase import and general export have landed entirely, which will fully satisfy the demand of enterprise for diversified operation, greatly stimulate enthusiasm of enterprises on conducting cross-border e-commerce, attract more enterprises outside Shenzhen to carry out business in Shenzhen by using its regional advantages.

According to business arrangement, the customs of Shenzhen promotes synchronically in three special supervision areas of customs by means of overall start and step-by-step implementation. “Online shopping bonded import” will be given priority to carry out as entry point of business mode. Other business modes will increase gradually in the future so as to realize total coverage of import and export modes. In terms of promoting progress, Shenzhen customs and Shenzhen Economic and Trade Information Committee are coordinating closely and finishing all the preparatory works intensely including initiation of enterprise, development of software system, configuration of regulatory facilities, system docking test, professional training, etc. It plans to finish business test around middle of December preliminarily and strives to realize that all the enterprises satisfying the requirement of General Administration of Customs can carry out business at the end of December. Shenzhen E-commerce Service Center will also fully cooperate with it and managed to publicity, training and service.
